Anger, sorrow and pain reign on the penultimate episode of Mayor of Kingstown, Teeth and Tissue.
Mike and Ian stand outside Robert’s home, consoling one another as authorities process the scene where Robert’s body has been discovered following an apparent suicide attempt. The weight of loss hangs heavy, but Mike quickly redirects the moment, telling Ian that finding Callahan is now more important than ever, for the sake of his brother. Their fragile moment is interrupted by Evelyn, who arrives angry and dismissive, criticizing Robert for what she calls taking the coward’s way out. Despite her harsh words, she offers condolences for Tracy. Mike accepts them but firmly insists that Kyle must be released from the facility immediately. Evelyn reminds him of their deal: once Frank Moses is delivered, Kyle will be free within twenty-four hours.
Mike next confronts Frank Moses at his office. He informs Frank that his sister-in-law died the previous night. Frank offers condolences, then coldly counters by revealing that his closest friend of fifty years was murdered in the street. Mike reflects on the rage he felt after his own brother’s death and offers to help identify who killed LJ. Frank responds that doing so would make them true partners. As Mike prepares to leave, Frank asks if the death was natural. Mike replies simply that things do not work that way in this town.
At the prison, Warden Hobbs addresses her staff during roll call, announcing that Torres has resigned. She instructs everyone to cooperate with local agencies investigating the recent escape. Before dismissing the group, she pulls Officer Breen aside and places him on restricted duty pending the outcome of an excessive force investigation. Breen reacts poorly, mouthing off to Hobbs, who sharply reminds him of his reputation and warns him to be grateful he is not behind bars himself.
Mike meets with Evelyn and Kyle’s attorney, Barry Chester, to finalize the terms of Kyle’s release. Chester notes how unusual this sudden change is, calling it a major turnaround. Evelyn explains that everything hinges on one condition. Chester presses Mike, asking whether he truly trusts Evelyn. Mike responds that, in this case, he does.
Mike then goes to the prison to speak with Kyle. Cindy informs him that Kyle refuses to leave his cell and appears nearly catatonic. Refusing to give up, Mike persuades Cindy to let him see his brother anyway. At Kyle’s cell, Mike tells him that he is getting out that day, that his son needs him to survive, and that his anger can be used to help bring Callahan down. Kyle turns toward him and quietly says it is too late. Mike counters that it is not, insisting that Kyle still has him.
As Mike exits, Warden Hobbs checks in, asking how the meeting went. Mike offers condolences and asks about the situation on her end. Hobbs explains that the cartel is still demanding answers and assures him she will personally walk Kyle out once the release is finalized.
Mike then returns to Frank Moses with critical information. He reveals that Lamar was responsible for killing LJ and that Lamar had been working for Frank, acting to preserve his standing with Bunny. Frank questions why Mike would betray Bunny’s man, then coldly states that peace in the city requires difficult choices. After leaving, Mike calls Ian and urges him to get to Lamar’s house immediately to catch Frank in the act, emphasizing that Frank’s arrest is the key to Kyle’s freedom. Moments later, Lamar is taken by force and driven away.
At the trainyard, Frank reenacts a familiar ritual, placing a penny on the tracks, echoing a moment from earlier in the season. He takes his car keys from Derrick and drives to the house where Lamar is, unaware that Stevie and Ian are watching. Inside the basement, Frank finds Lamar bound and gagged. Despite Lamar’s muffled pleadings, Frank kills him. As Frank exits the house, Stevie and Ian move in and arrest him.
Mike waits with Evelyn at the precinct as Moses is brought in. Evelyn tells Mike that he has become a legend for pulling this off. Meanwhile, back at the prison, Officer Breen is assigned degrading cleanup duty after an inmate vandalizes his cell. As other inmates mock him relentlessly, Breen reaches a breaking point. He storms off, returns with a shotgun, shoots another officer, fires at the control room where Cindy is stationed, and begins executing inmates. Cindy radios for help, reporting an active shooter, but receives no response. Drawn by the chaos, Kyle stirs from his drugged state and approaches his cell door. Breen turns his weapon toward Kyle, but Cindy shoots Breen, ending the threat.
Mike arrives at the prison to find it surrounded by emergency vehicles. Bodies are being removed, and the aftermath is devastating. He finds Cindy and embraces her. True to her word, Warden Hobbs soon walks Kyle out of the prison and into Mike’s arms.
They head to a diner where Stevie, Ian, and others are waiting to celebrate Kyle’s release. The reunion is brief. Without warning, masked gunmen open fire on the diner, forcing everyone to take cover as chaos erupts once again.
