Twenty Months Before the Election
Twenty months before the election, Richard and Jenny Hagan host a fundraiser for their most loyal donors, but enthusiasm is fading. Richard steps away to court another donor while Jenny meets Jacob Monroe, who offers six million dollars to the campaign. Her excitement collapses when he explains the money will be routed through her charitable foundation into the campaign fund instead of through the Super PAC. Jenny knows the risk, but Monroe insists that the right accountant can bury the trail.
Monroe’s Death Raises Questions
Peter later arrives at Monroe’s home to find the door open and Monroe dead on the floor. Adam walks in behind him and claims Monroe killed himself after providing locations tied to Zapata and the shipping company. He says Monroe asked for files from his safe and then pulled a gun. Adam suggests the suicide may have been tied to the fallout with Isabel, who is still at Peter’s apartment. Peter tells Adam to call it in while he breaks the news to her.
Chelsea arrives at Peter’s place, but Isabel is afraid to answer the door. Chelsea identifies herself and asks for Peter. Isabel says he is out, but when Chelsea mentions Corepoint, Isabel lets her in.
White House Strategy and Cover Stories

Chelsea and Isabel compare notes. Chelsea believes Jenny Hagan leaked information to Corepoint Dynamics through Brian Mott. When Isabel shows her a picture of Monroe, Chelsea confirms he visited the Hagans frequently before and after the election. She suspects Monroe flipped the First Lady.
Peter arrives with Monroe’s book of coded information. Isabel grabs it and tries again to break the cipher, but Peter stops her and asks for a private conversation. He tells her Monroe, her father, took his own life.
Lockstep
In the White House, Jenny and Richard clash. Richard is furious she ever made a deal with Monroe. She finally admits she gave Monroe access to daily presidential briefings. Jenny apologizes and says she would make the same choice again if the campaign were failing, but she would tell Richard next time. She wants them united. Richard softens and pulls her close. Lockstep.
The Conspiracy Widens
Isabel refuses to believe Monroe died by suicide. Chelsea questions whether Adam owns a cabin up north. When they confirm he does, they realize Adam and Peter report directly to Hagan.
Peter reveals Monroe gave Hagan the tape that forced Knox out of the race. They conclude Hagan would eliminate any link between himself and Monroe, even if it meant sacrificing an old ally.
Jay attempts to leave the hospital. Chelsea, Isabel, and Peter regroup with him. Jay recognizes the encrypted drive and suspects Monroe added a second layer of protection. He offers to crack it. Jay and Isabel head to the Register while Chelsea and Peter track down Monroe’s wallet activity in Salem.
The Moss Cover Story
Back at the White House, Richard and Jenny choreograph the Moss cover story. Richard orders Patterson to close the investigation and collects Moss’s phone. Jenny coaches the press secretary on the narrative. Theo calls it a lie, but the secretary warns him to get onboard or step aside.
At the gas station tied to the wallet use, Chelsea and Peter retrieve ATM footage. Adam appears. Peter feeds him an incomplete version of events, but Adam senses deception. When the video arrives, Chelsea takes her car while Peter rides with Adam to the docks.
The Dockyard Bomb Plot
At the shipyard, Peter discovers trucks being loaded with Semtex, enough to level city blocks. Drivers receive instructions directing explosives toward the Brooklyn Bridge, Grand Central Station, the Empire State Building, and Times Square.
Adam blocks one departing truck. When the men confront him, Chelsea fires from a distance, allowing Adam to run. Peter leaps onto the back of another truck as it attempts to escape.
Chelsea ignites propane tanks to disrupt the chase. Adam shoots a gunman pursuing her. On the moving truck, Peter fights the driver, who arms the bomb. Peter overpowers him and drives the truck into the water. He escapes seconds before the explosion detonates behind him.
The Cipher Breaks
Jay and Isabel crack Monroe’s cipher using the name of the bookstore where Monroe first took Isabel’s mother. Years of files unlock. Isabel wants to begin with Corepoint Dynamics.
Peter is detained by the FBI at the scene. Isabel calls to confirm they have uncovered extensive documents tying Hagan to Monroe and others, including Peter himself. Peter tells them to make copies and secure everything.
Presidential Orders

Peter confronts Hagan about Monroe and the coverup. Hagan orders him to stand down. Peter refuses. Hagan declares his actions treason.
Hagan later announces Zapata’s death and the foiled New York bombing plot at a press conference, promising the nation protection at any cost.
Peter listens from the car. Adam listens too.
