They cut it out.
Satisfied that Joe can no longer be tracked, the Russians allow her to dress before taking her away.
Meanwhile, Joe’s team descends on the location associated with her signal. They methodically clear the residence room by room, expecting to find their missing senior case officer.
Instead, they find only her tracker.
Joe is gone.
